			<content:encoded><![CDATA[<p>UNESCO, the United Nations Educational, Scientific, and Cultural Organization, was formed in 1945 by the United Nations. One of its many functions is to identify, publicize, and support the UNESCO World Heritage Sites. We are going to be taking a quick look at some of the UNESCO World Heritage Sites located in Panama.</p>
<p>UNESCO evaluates prospective World Heritage Sites for cultural and natural significance, and only selects the top candidates for the list. This country is well endowed in that it has sites of both types.</p>
<p>Besides designating the sites, UNESCO supports them in several ways. The designation itself has great publicity value as the selection process is recognized as having integrity. Worldwide there are only 890 designated sites, so making the list has some significance. UNESCO also provides funds for conservation as appropriate.</p>
<p>The initial Panamanian World Heritage Site was Fortifications on the Caribbean Side of Panama: Portobelo-San Lorenzo, which received recognition in 1980. Portobelo and San Lorenzo were both forts established by the Spanish to strengthen their defenses. During this period, the 17th and 18th centuries, there were a number of attacks and counterattacks.</p>
<p>During this time there were a number of attacks. The Welsh pirate or privateer Henry Morgan seemed to have it in for this country as he was responsible for many raids. Control of the area went back and forth several times. The fortifications have been mostly destroyed, but portions of the ruins have been cleaned up for viewing. There are enough pieces of structure and armaments such as cannon remaining to give a good picture of the military technology and even tactics of the day.</p>
<p>Darien National Park was added to the list in 1981. It is the largest national park in the country and one of the most important in Central America. It includes an incredible variety of habitats. It is large enough to provide a viable protected habitat for a number of endangered species. Two Indian tribes still live in the Park.</p>
<p>Coiba Island is the heart of our final site, Coiba National Park and its Special Zone of Marine Protection, added in 2005. It includes a number of smaller islands and the water around them. The island has been separate from the mainland long enough for a number of unique species to develop. One of these is the crested eagle, which lives nowhere else and is considered endangered. Coral reefs are uncommon on the Pacific side. Coiba has one of the few large ones. There was a lot of fear of the penal colony that was located on Coiba until it closed in 2004. This seems to be a reason that the island was not very developed or exploited.</p>
<p>Panama has the Canal and that is what most people associate with it. The fact that it has these five World Heritage Sites shows the error in this. This small country has plenty of things to see. Tourism is a major factor in the economy. It sounds like an exciting place to tour.</p>

Some countries, however, have managed to weather the storm. A close look at the Panama economy reveals a country that has made its way through the crisis and is primed to emerge in an excellent economic position. Fiscal discipline, massive investment projects, and solid industrial performance, has allowed Panama to keep its economy growing as countries all around it have flounder.</p>
<p>In 2009, Panama&#8217;s economy saw 2.4% growth, a drop from the previous years&#8217; 8% to 11% rates. But when many countries are facing negative growth, even Panama&#8217;s modest gain is significant. Panama&#8217;s own projections for 2010 growth are at 5%, while forecasts from others range from 2.5% to 5%.</p>
<p>Two main contributing factors for Panama&#8217;s continued growth are its strong financial sector and its active construction industry. In other countries, these sectors have seen sharp declines. The telecommunications sector has also made a good showing in Panama. Overall, Panama&#8217;s real income and employment rates have been steadily increasing and will undoubtedly serve to re-energize consumer activity in the country. From 2003 to 2009, Panama&#8217;s unemployment rates constantly decreased. While it rose in 2009 from 5.6% to 7.1%, many of its neighbors, and many countries around the word saw double-digit employment rates at the same time.</p>

While Panama does maintain high public debt ratios, it has kept its overall net debt below 2% of the GDP.</p>

			<content:encoded><![CDATA[<p>The Panama Canal is a ship canal which was built in order to join the Atlantic and Pacific oceans. Naturally its construction had a significant and positive impact on maritime trade, which was the primary reason behind its construction. Now there is a new project being proposed by the Panama Canal Authority which would expand traffic capacity of the Panama Canal.</p>
<p>The project is going by the name of the Third Set of Locks Project. Its purpose is to complete a pair of lock complexes at both the Atlantic and Pacific ends of the canal. The goal of having the locks constructed is to help with water preservation, which has been a concern of the canal&#8217;s continued use. A second aim of the project is to build new access channels while widening those already present. Finally the project will increase the depth of the channels both new and old.</p>
<p>The work of expanding the canal is classified as a mega project. This means its construction and completion could deeply impact both nearby communities as well as the environment. Not only that, but it is also expected to cost more than one billion US dollars. A great deal of public attention has been drawn to the project as a result of its scope.</p>
<p>Work on the project commenced as of September 2007, with a completion date set sometime in the year 2015. As already mentioned there has been significant publicity and talk as a result, with a fair amount of it being positive. The project does indeed have many potential benefits not only to those who use the canal but to the country of Panama itself. <p>This can also mean an increase in profits for those invested in the industry of trading which involves the canal. As the capacity for cargo ships is increased so should the profit margin for both Panama and those involved in the maritime trade industry. This only leaves the environmental impact as a possible concern for the project.</p>
<p>The Panama Canal Authority has performed studies regarding the environmental impact of its project and claims that no significant damage will be done environmentally. The area in which the work will be done is already owned by the organization and no major community upheaval is necessary for its work to be done. <p>The Promise to Buy/Sell Agreement which translates to Promesa de Compra y Venta in Spanish is the next formal step to close on a property as well as a down payment required to be paid to the seller, which most of the times will be 10% of the property price but may vary from sale to sale.</p>
<p>The Buy Sell Agreement is also comprised of any stipulations agreed between the Buyer and the Seller such as details regarding the time needed by the buyer or seller to close on the property.</p>
<p>This is a legally binding document formalizing that the Seller has agreed to sell the property and the Buyer has agreed to buy the property. The Seller or the Buyer could face consequences if either party decide to back out of the transaction.</p>
<p>If the buyer were to back out of the agreement they will lose their deposit, and if the seller backs they would have to return the deposit, plus an equal amount as part of the agreement. For the seller this means that if they received a 5% deposit they would be required by law to return that 5%, plus an additional 5% as a penalty.</p>

The down payment to the seller is very important to secure your property in Panama. Otherwise the seller has the right to take a better offer from another buyer before the actual close is made.</p>
<p>By not paying a down payment, the seller has the right to take a better deal before closing the property without facing any consequences. That is, the seller is still required by law to return the down payment plus the penalty but because no down payment was made, the total amount the seller has to return is 0.</p>
<p>After signing the Promise to Buy and Sell Agreement and the release of the down payment, the Seller must complete some obligations necessary for the completion of the transfer of the property which are the following:</p>
<p>1. Payment of the 2% transfer tax which is assessed according to the negotiated sales price.</p>
<p>2. Payment of capital gains. This is 3% of the negotiated sales price.</p>
<p>3. Several paz y salvos, or certificates of good standing needs to be obtained. Such as:</p>
<p>* Paz y Salvo for Property Taxes</p>
<p>* Paz y Salvo from IDAAN (water bill) Instituto de Acueductos y Alcantarillados Nacionales</p>
<p>* Letter of good standing indicating that the maintenance fees are paid to date, that is if the property being sold is part of a building or community with such fees</p>
<p>The property transfer process generally takes about 30 days in Panama, but can vary depending on the complexity of the real estate transaction as well as any stipulations outlined in the Promise to Buy Sell Contract.</p>
<p>Once all the requirements for transfer are met, the Promise to Buy Sell agreement is elevated to a Buy Sell Contract, signed and then inscribed in the Panama public registry. The new deed is generally approved and released from the public registry within a period of 10 business days.</p>
